Charles Cross - Director 

Charles Cross is the Director of E Care, a leading private home care provider delivering personalised domiciliary care services across Essex. With a deep commitment to innovation in social care, Charles is passionate about improving outcomes for individuals and families through modern, person-centred care solutions that help people remain independent in their own homes.

Before joining E Care in 2024, Charles built a successful career in the financial advisory and insurance sector. He holds a BSc in Economics from the University of Nottingham and brings a strategic, analytical approach to business growth and service development.

Charles is an active member of the Academic Health Science Network, where he supports start-ups and scale-ups focused on HealthTech innovations. His dedication to advancing care quality and technology-led solutions was recognised in 2021 when he received the Care Innovator Award from Home Care Insight. Under his leadership, E Care transitioned to a fully digital care planning and management platform in 2020, enhancing service transparency, efficiency, and client outcomes.

Charles continues to lead E Care with vision and purpose, ensuring our services across Tendring, Colchester, and the wider Essex region meet the evolving needs of our communities.

Sean McDonagh

With extensive experience in the UK care sector, Sean brings a wealth of expertise to our domiciliary care services in Essex. Having worked with some of the largest social care organisations across the country, Sean has developed a deep understanding of high-quality care delivery, particularly within mental health services.

Over the years, Sean has worked in various mental health residential homes nationwide, gaining hands-on experience that now shapes the personalised, compassionate approach E Care is known for throughout Tendring and Colchester. His commitment to delivering exceptional, person-centred care makes him a vital part of our leadership team.

Sean holds a Level 2 NCFE qualification in Mental Health and has completed a Level 5 QCF Diploma in Health and Social Care Management. His knowledge, vision, and passion continue to drive the company’s growth and future development plans.

Rebecca Hassan - Registered Manager 

Rebecca joined E Care as our Registered Manager in 2024, bringing dedication, drive, and a strong background in social care to the team. Since entering the care sector, she has demonstrated exceptional growth, progressing through various roles with professionalism and compassion.

Her commitment to continuous development is evident in her achievements—having successfully completed both Level 2 and Level 3 Diplomas in Health and Social Care. Rebecca is currently furthering her expertise by studying for her Level 5 Diploma in Leadership and Management for Health and Social Care, preparing her to take an even greater role in shaping the future of care delivery in Essex.

Fiona Hogg - Operations Manager

Fiona serves as our Operations Manager at E Care, bringing over two decades of invaluable experience in adult social care. Her impressive career spans a variety of leadership and frontline roles, including Community Support Facilitator, Inclusion Worker, Service Lead, Locality Coordinator, and Area Business Manager/Registered Manager. This wide-ranging experience enables Fiona to oversee operations with deep insight and strategic vision.

Highly passionate and committed to continuous personal and professional development, Fiona takes pride in everything she does. Her leadership is rooted in a strong belief in delivering high-quality, person-centred care, and she works tirelessly to support and empower her team to achieve excellence.

Fiona has extensive experience supporting adults with learning disabilities, complex needs, and elderly individuals, as well as managing regulated frontline services. Her outstanding ability to develop services and lead high-performing teams was formally recognised in 2019, when the service she managed was rated Outstanding overall by the Care Quality Commission (CQC).

As Operations Manager, Fiona plays a crucial role in ensuring our home care services across Tendring, Colchester, and the wider Essex area are delivered safely, compassionately, and to the highest standards.
